In New York civil litigation, signing a paper certifies that, after an inquiry reasonable under the circumstances, the paper and its contentions are not frivolous. False material factual statements are one basis for a finding of frivolous conduct. See 22 NYCRR §§ 130-1.1(c), 130-1.1a(b).
